Megan\'s Law is the name given to legislation that was introduced in 1994 in an effort to help parents protect their children from sex offenders in their area. Named after seven-year-old Megan Kanka who was kidnapped, sexually assaulted and murdered by a neighbour who had recently moved into the area. The man had several prior convictions for sexual offences but parents in the area had no right to access that kind of information and claimed they were therefore unable to properly protect their children. The campaign for a law to force convicted sex offender to register with police when they move into a new area, and for that information to be available to parents in the community, was lead by Megan\'s parents and a huge media campaign in this country.
The kind of information that is available to the public varies between each state and varies from parents simply being told that there is a convicted sex offender living within a certain radius to families been made aware of who the person is and exactly where they live. Some states have put this information on a website, allowing members of the public to search on their postcode to see if there are any people with convictions covered by Megan\'s Law living in their community. In other parts of the country, parents wanting access to this kind of information have to make an application to their local police station to access this information and they are usually given a limited amount of time to view the relevant files and take notes if necessary.
Parents insist that Megan\'s Law is an essential tool to help them protect and educate their children about staying safe. However there are many people who were concerned that giving the public access to confidential information such as previous convictions, especially considering the emotive nature of the crimes committed by many of these men and women, would lead to an increased number of vigilante attacks and to those who had perhaps been convicted of minor offences many years previously being ostracised by their communities.
